Tzedaka Priority

Hi I wanted to know what has קדימה giving tzedaka to aniyim in my neighborhood which is going to everyone or donating specificly to talmidei chachamim in my town but not my immediate neighborhood?

The municipal boundaries is considered to be one's "city" and there is no preference to those who live closer (or farther from you) in the same city.
Supporting poor Torah scholars is the most ideal followed by the general poor.
It is worth mentioning that sometimes poor relatives take priority over all others.
