Cancellation of Rav-Kav Recharge After Use
Question
I recently discovered that it’s possible to cancel a monthly public transportation pass (Chofshi Chodshi) after using it three times and receive a refund (according to regulations from the Ministry of Transportation). Is it permitted to load a Rav-Kav card from the outset with the intention of canceling it later?

It is certainly not proper or honest.
And it is not the intention under which it is sold.
