Registering a Rental in Another Person's Name

Question

Today there are car rental services that charge by the hour (like CityCar, etc.), and one of their conditions is that the driver must have had a license for at least two years.Is it permitted for someone who has not had a license for two years to register under someone else’s name and use the service, or would that be prohibited (since technically the company isn't losing money, but it might be considered misleading or something similar)?And if it is indeed prohibited, should one ask forgiveness if they used the service in that way in the past?Thank you very much.

It is forbidden to do so.

Even if we know that the company is not incurring any financial loss, the owner has the right to rent the car only to someone they deem suitable. Going against their conditions is considered a form of theft.
