Question
How long do I have to wait until I can keep something I found? I found a Tefillin plastic protector and put up a sign in the area for about a week until it was torn down. Is that enough? Thanks,

It appears you did the best you can.
At this time, you should simply mark down somewhere that you found this item and it's worth and then you may use the item.
When Mashiach comes you will re-unite the item or the worth with it's original owner.
However if you found it after it was there for a day, then we can assume the owner gave up on it and you at either put it in geniza or use it.
