Divided Apartment: Who is Responsible for Handling the Bills
Question
A person divided his apartment into two and rents them to two different families. He wants them to take on the procedure of calculating how much electricity, water, and gas each family used and to ensure payment. They claim that it is not the responsibility of any tenant in the world to settle accounts with their neighbors, but rather each one receives his bill pays it. Here, there is no option to receive a bill for each apartment because it is registered as one apartment. Therefore, the obligation is on him to calculate how much each one owes and to deal with the utility company, and tenants will pay him. Another question: can he force the tenants to transfer the bills to their names or, as is customary in housing units, everything is on the landlord, and he collects from the tenants?
