Ownership of Building Rights in a Sold Apartment

My downstairs neighbor who lives beneath my flat, extended his apartment and afterward sold it.My question is, do I need to pay the buyer for the foundations, based on the halacha of ‘mah machar lo…’?And if yes, do I need to inform him about this right, or if he doesn’t claim anything, I don't have to raise the issue?Thank you very much!!

The ownership is either of the buyer or the seller according to what they agreed upon between themselves.
In any case, you are not allowed to use it without the owner's permission.
