Question
Is it permitted to copy files and software that are copyrighted, if they have been made publicly available for free? And what is the ruling regarding copyrighted material owned by a non-Jew that has been made public?

There is no permission to copy software unless it has been made available for free copying by the owner and is not intended for sale.
Even software owned by a non-Jew may not be copied.
