About Yibbum... If a 13-year-old girl who doesn't menstruate is found to have married her husband's brother, who has died since his bereavement, and is pregnant with his deceased ex-husband's child without a marital relationship yet, does this marriage form as a yibbum in Torah?

Your question is not completely clear.

The age or menstruation status of the girl is not relevant here.

If the girl was pregnant when her husband died then Yibum is not performed.

If the girl’s husband died, and they did not have children, and she then became pregnant from her deceased husband’s brother, this will be considered Yibum even though it is not the proper method in which Yibum is performed.

Furthermore, Yibum is never done nowadays – only Chalitza.
