Question
Is a minyan required when making a kiddush for the birth of a daughter?

Shalom U'vracha
There is no obligation to make a Kiddush in honor of the birth of a daughter.
It is merely a way of expressing gratitude to Hashem, and each person may do so in the manner and setting that is appropriate for them.
