Question

Shalom The tanach says a man can't get close to a women But public transportation men set beside and touch women Why this is allowed Please I need proof from the tanach Not Talmud

Not everything is stated explicitly by the Torah. The Talmud is an integral component on the Torah and it is impossible to properly follow the Torah without the Talmudic interpretation of the Torah.

So to answer your question: The Talmud and codes rule that while it is best to avoid sitting beside a woman, one who has no choice does not transgress as long as one does not have any improper thoughts and of course may not touch women. ("Chiba" and "Taava")
