The poskim bring a source for this from the Gemara (Sanhedrin 75a):
Rabbi Yehuda said in the name of Rav: There was an incident with a man who set his eyes on a woman, and his heart became sick. They came and asked the doctors, and they said: There is no remedy for him until she is with him. The sages said: Let him die, but she should not be with him. - Should she stand before him naked? - Let him die and she should not stand before him naked. - Should she speak with him from behind a fence? - Let him die and she should not speak with him from behind a fence.
It is explained that looking is 'avizrayhu de'arayot', as only for 'avizrayhu' is there a death obligation, not for every prohibition.
