I like someone and we are both 14 and I think he likes me and he is chabad should I tell him or should I not

Dating, and the like, is something that should be reserved for finding a spouse. 

At 14 years old, one should be focused on Torah study and growing as a Jew.

When you are of marriageable age you should pursue a husband with the assistance of your parents and matchmakers.
