Marriage without a Get

I have a male friend. He is divorced civilly but never gave his wife a get. He was married by a conservative rabbi. He got married again civilly but no Jewish ceremony. This wife died. His he permitted to get married again halachicallt?His first wife who is still alive said she would accept a get over her dead body. She won’t accept a get.
