Our teacher, Rabbi Amram Fried, shlita, recently wrote in the Azamra Leshimcha 293 issue:
Although there are grounds to be lenient that electronic cigarette liquids do not require kashrut, nevertheless, since it is possible to obtain with a meticulous kashrut certification, it is proper to insist on it.
It is explained there that the filling contains a substance called glycerin, and significant percentages of glycerin are derived from non-kosher fat, and there are also certain percentages derived from animal fat which is certainly non-kosher.
I cannot comment on specific kashrut certifications within the framework of the site, but as our teacher wrote, 'it is possible to obtain with a meticulous kashrut certification'.
