Question

When serving inmates in a restricted housing unit the grape juice during Passover meals, does the grape juice become 'unclean' if it is poured out into a Styrofoam cup?

There are indeed some restrictions, as you may be referring to, when it comes to grape juice.

There are two types of kosher certifications that can be found on grape juice: “mevushal” and “lo mevushal.” The former means “cooked” and the latter means “not cooked.”

It is important to note that some hechsherim write "mevushal" but it has only been pasteurized, and that is not good enough.

A Hechsher like "Be'dats Eide Hachareidis" that is written "Mevushl" has really been cooked according to the Halacha. so when buying grape juice, you need to make sure that the hechsher that writes "Mevushal" is really been mevushal and not pasteurized.

Grape juice that is “mevushal” has no restrictions. It may be poured and consumed by anyone. Grape Juice that is “lo mevushal” may only be handled by observant Jews. Otherwise, the product will become forbidden.

You might need the help of a local orthodox rabbi to ascertain whether the grape juice you wish to purchase is indeed “mevushal" according to Halacha.
