Can I wear man made clothes on tish b av?

I think you mean with regard to wearing non-leather shoes on Tisha Be'av
Harav Fried Shelita says that it is forbidden to wear shoes made of leather, or even shoes made of another material if they are coated with leather. Even non-leather shoes that are comfortable to wear, like, shoes made of material, original Crocs slippers, or similar, should be avoided, since we are meant to minimize comfort.
