Comforting Mourners on Tisha B'Av

Is it permissible to comfort mourners on Tisha B'Av?

Shalom!
The words 'May the Omnipresent comfort you among the other mourners of Zion and Jerusalem', can be said before midday. Speaking words of comfort is forbidden until midday. However, if one will be out of town until after the mourning period, one needs to visit the mourner even at night, or before midday during the day. But one should not utter words of comfort. One should fulfill what is possible to fulfill.
