Final Meal Before Tisha B'Av

Shalom,It says in the Shulchan Aruch, Siman 552, halacha 9 at the end, that "one does not need to be strict in these matters." Does Maran, when he says "in these matters," mean what he wrote from halacha 1? I didn’t write out the whole halacha because I only didn’t understand this part.

Yes, Maran the Shulchan Aruch refers to everything he wrote from the beginning of the siman until this halacha.
