Laundry During the Nine Days

Why is it forbidden to do laundry before or during the week leading to Tisha B'av for either Ashkenazi or Sephardic respectively.

The ban on doing laundry during the Nine Days (with some Sefardim only observing the ban on the week in which Tisha B'av occurs) is for two reasons:

1. Doing laundry takes one's mind off the mourning

2. Wearing freshly laundered clothing makes one happy.
