Drinking Havdalah Wine During the Nine Days

Question

Is there a need to make a siyum [celebration in honor of finishing a Talmudic tractate] before the Havdalah, so that there won't be a problem for the one making Havdalah to drink the wine, and also so that everyone else can drink?

There is no need to seek a solution; it is permitted for the one making Havdalah to drink the wine, and the participants should not drink.
