Wearing Sabbath Clothes at the End of the Nine Days

My child has a completion ceremony tomorrow for a Torah portion. Is it permissible to wear Sabbath clothes? What is the custom?

Answer

Shalom and a good month to you!
No-one should wear Sabbath clothes except for the celebrants, such as a person making a circumcision and the like.
There is room to argue that even a child's completion of the Mishnah is considered a celebration of a mitzvah.
The custom in this matter varies among institutions, and it is advisable to clarify the directive of the administration in the Talmud Torah where your son is studying.
