Shabbat Clothes on Rosh Chodesh Av

Is it permitted to dress children in Shabbos clothes on Rosh Chodesh Av and what is the prevalent custom?

From a legal standpoint, it is permitted for very young children.
However, in practice, the custom is not to dress them in Shabbos clothes at all.
