Postponing a Siyum that Occurs During the Nine Days

Question

Is there a point of not holding a Siyum during the Nine Days? Or holding a Siyum and not eating meat at it? (Siyum is a celebration in honor of finishing a Talmudic tractate.)

According to the words of the halachic authorities, it seems that there is no point in postponing a Siyum that occurs during the Nine Days, with the permissible number of participants. Also, there is no need to reduce the consumption of meat and drinking of wine as is customary in other Siyums.
However, the Aruch HaShulchan wrote that his custom is to postpone the Siyum 'so that we can rejoice in the joy of the Siyum in honor of the Torah as is fitting'.
