Is someone who is allergic to dairy permitted to eat meat during the Nine Days?

For a healthy person, it is not permitted, since nowadays there are many alternatives to meat.
However, if a person is weak or ill and needs meat to regain strength, it is allowed (even if they are not allergic to dairy).
