Siyum without a Minyan during the Nine Days

Question

During the Nine Days, can a person make a Siyum at home without a minyan and eat meat?

Answer

Shalom and blessings 

It is certainly permitted. A siyum is not something that requires a minyan.

This is all assuming that the person making the siyum generally celebrates it with a meaty meal. But if he usually suffices with soda and cookies, he may not decide to make a meat meal in honor of the siyum just because of the Nine Days.
