Is it halacha or minhag to eat in the succah on Shmini Atzeres?

For Bnei Chutz LaAretz in Chutz LaAretz who keep two days, on Shemini Atzeres:

The Tur discusses the Halacha to eat in the sukkah on Shemini Atzeres but not to sleep there. Le’halacha, one should eat in the sukkah but not recite leishev basukkah, and should also not sleep there. Food which one does not need to recite leishev basukkah when eating it, may be eaten outside the sukkah.

This is Brought in the Shulcha Aruch תרס"ח as follows:

שולחן ערוך אורח חיים הלכות לולב סימן תרסח סעיף א
ליל שמיני אומר בתפלה: ותתן לנו את יום שמיני חג העצרת הזה. הגה: ואנו נוהגין שא"א חג בשמיני, דלא מצינו בשום מקום שנקרא חג, אלא אומרים יום שמיני עצרת (מנהגים). ובחוצה לארץ, אוכלים בסוכה בלילה וביום, מפני שהוא ספק שביעי, ואין מברכין על ישיבתה, ומקדשין ואומרים זמן. 


Please note that if a Ben Chutz LaAretz is in Eretz Yisrael, there are various customs regarding whether he should eat in the sukkah. Many do not eat in the sukkah and there is a basis in Halacha for their custom.
