The Second Day of Yom Tov for an Israeli Abroad
Question
A yeshiva student who traveled to the United States for three months for yeshiva, does he need to observe the second day of Yom Tov and does he need to put on tefillin?

Greetings,
According to the law, there is no obligation to observe the second day of Yom Tov. However, if he is near a place where Jews live, or within the area where Jews live - meaning in a place where Jews are likely to appear on Yom Tov, he needs to observe the second day of Yom Tov, both publicly and privately.
However, he is obligated to put on tefillin privately, and he prays the weekday prayer when reciting the quiet amida prayer.
