Flour free tapioca bread

Could I make "bread" out of tapioca flour, eggs, and milk on passover?

Thank you for your question.
Tapioca, a starch that is derived from the tapioca plant, is considered as Kitniyot, and so if you eat Kitniyot it must have special Kosher for Passover certification.
It is worth mentioning that the blessing for such bread and cakes would be shehakol. (OC 208:7-9), and if it is salty, one should bake it in a different shape than normal bread, since if it will look like normal bread, one may come to eat it with meat. However, if it is sweet, one doesn't need to do so.
