Hey, I got a new dress of my aunt, she alread wore it but for me its new am i allowed to wear it in the three weeks?

It is permitted to wear a garment even during the Nine Days that someone else first wore (without being washed in between), Also the custom is not to recite "Shehechyanu" on second hand clothing even if it is new for you, so it would be permitted to wear it either during the three weeks or the Nine days.
