Morning Netilas Yadayim and Netilas Yadayim for Tefillah

Question 1: What is the difference between Netilas Yadayim Shacharis and Netilas Yadayim for Tefillah, mentioned in Shulchan Aruch, siman 4?

Question 2: And why does the Shulchan Aruch mention a beracha only regarding Netilas Yadayim for Tefillah, but not regarding Netilas Yadayim Shacharis?

There are two reasons for washing the hands in the morning: one is to remove ruach ra’ah, and the second is to purify the hands before prayer.

(The reasons for needing to purify them are either because one may have touched covered parts of the body during sleep, or because a person is considered like a new creation in the morning, beginning his service before Hashem, and must purify his hands like a kohen who begins the Temple service in the morning.)

In the Shulchan Aruch, Maran says one should wash for both reasons, as explained at the end of siman 4, and to recite the brachah on that washing.

However, in practice, between the first washing upon waking and the time of tefillah, the hands usually become dirty again, through touching makom hamechuseh, going to the bathroom, and the like. Therefore, we delay the berachah until after the netilah done before tefillah.
