Who doesn't have a Tallit?

Shalom uVracha,In Ben Ish Chai, Year 1, Parashas Bereishis, Halacha 3, the Rav speaks about a large tallis, correct? In Lech Lecha, Year 1, Halacha 5, I didn’t understand the phrase “those who don’t have tallisot l’kulei alma.” The full line is: “u’tallitos shel hekdesh shemunachim b’veis haknesses b’toras tzedakah lilboshom osam she’ein lahem tallitos l’kulei alma yevarech aleihem …”What does it mean “those who don’t have tallisot”? Who exactly doesn’t have?

a. This refers to poor people who didn’t have the money to buy a tallis.

b. It can also mean travelers or guests who travel from place to place and don’t have their own tallis with them.
