Tefillin

Hello,I have a question: If someone has a disease such as cerebral palsy or a disability and cannot wear tefillin or tallit, and there is no one to help them, is it correct to pray without these and will God accept it from them?

Thank you for your question.
One who, for whatever reason, is simply unable to don a tallit and tefillin is exempt from wearing them. (However, he should check with his Rabbi, as there may be a way for him to don tefillin in accordance with halacha.)
His prayers are still important and accepted.
