Question
I've learnt that we wait for 15 days to start praying for rain in Eretz Yisroel so that everyone can get home with easy travels, why then don't we switch back 15 days before pesach so everyone can get to yerushalyi easily?
Answer
Shalom!
Thank you for your question.
There are two reasons given for why we don't switch back before Pesach.
1. Because by that time of year the rain in the area is already minimal and there is no major need to worry that the pilgrims will get caught in the rain.
2. Making the change at Pesach is more universal and easier for people to remember when to make the change.
