Parsha of Tzitzis during the Time of kriat Shemah

Question

If someone knows they won’t have enough time to say Kriyas Shema during the proper time and therefore says it earlier — does he also need to say Vayomer?It would seem that Vayomer isn’t directly part of the mitzvah of Kriyas Shema itself, since it’s only said to fulfill the mitzvah of remembering Yetzias Mitzrayim (the Exodus), which is mentioned in it. So does he still need to say it?

Chazal instituted that the parsha of Tzitzis should be recited together with Krias Shema, during its proper time.

Mishnah Berurah, Siman 63, se’if katan 16:

 "The parsha of Tzitzis, according to everyone, is Min HaTorah, in order to recall Yetzias Mitzrayim. And the Sages instituted that it be mentioned during the time of Krias Shema.”
