Back of the Hand Touched a Covered Area

Question

If someone touches their shoe or another covered area that requires washing hands afterward, does that apply even if they only touched it with the back of their hand, or not? After all, the concern of unclean hands mainly applies to the inner side of the hand, not the back.

Wherever one touches with the hand, even the back of the hand, requires washing.
