Studying During the Recitation of Piyutim or Shir Shel Yom Etc

Shalom uVracha,When the chazzan is reciting piyutim that are not part of the formal repetition of the Amidah, is it permitted to learn Torah or say Tehillim during that time?And likewise, when the congregation is reciting Shir Shel Yom or similar passages, is it acceptable to continue learning and then catch up afterward with the rest of the congregation?

The directive of our teacher, HaGaon Rav Amrom Fried shlit”a:
It is forbidden to study during davening (the prayer service).
