Can a transgender be counted for a minyan

Judaism does not recognize "transgender." A person can only be one gender and that is the gender one was born with.

One who tries to change his/her gender accomplishes nothing and remains the same gender in the eyes of Jewish law. Such a surgical procedure is a severe transgression and sin.

 As such, his Halachot are like those of a man, if that is how he was born.
