The Second Day of Yom Tov for an Israeli Residing Abroad

Question

What is the law for an Israeli residing abroad? How should he conduct himself? Please elaborate and provide a source.

Dear …!
If one is in a foreign country where there are Jews, he must observe the second day of Yom Tov as the residents of the diaspora do, and even in private, he is forbidden to perform work. However, if he is in a place that is entirely non-Jewish, he does not need to observe the second day of Yom Tov.
