To stop a plan in municipal government office

Question

Hello! I have a neighbor who submitted a request for a building permit in a space where he has a right to build. But I’m opposed to the way he wants to build there. I offered him either to go to a Rabbinic court or to an arbitrator, but in the meantime his plans are making their way through the municipal offices. Can I request that the municipal government stop processing his files until the matter is cleared up in a Rabbinic court?

You do have the right to stop the progress of his file until your claims against him are cleared up.
