When Esau sees Yakov's family he asks "Who are these to you?" Where else in the Torah do these words appear?

I believe you are asking where else are the words "מִי־אֵ֣לֶּה לָּ֑ךְ" found in Scripture.

These words (or a variation of them) are also found in Genesis 48:8. I am not aware of other citations.
