Conversion in Country with No Jews

Question

I have an Arab friend that wants to convert to Judaism, but he lives in a country with almost no Jews, is that still possible?

Thank you for your question.

Since it would be very difficult to keep the mitzvot when not living amongst observant Jews, therefore, it would not be a good idea to convert.
