Slippers: No Eruv

Question

Are wearing slippers on shabbos considered carrying?

One may not wear open-heel slippers outside on Shabbat in a place where there is no Eruv. We are concerned that they might slide off one's foot and one might then be tempted to carry them or forget that there is no Eruv.
