Retroactive Payment for Parking

Question

1. Are we obligated to pay retroactively for parking to the municipality? A. In blue and white kerb parking on the street B. In an organized parking lot (one parking meter is not working) 2. I bought a cold cola, the cashier punched it in by hand and charged the rate of a regular cola. Should I notify and pay?

1. A-B. There is no need to pay retroactively.
2. You should notify and pay.
