Stepping on a Shelf with Books and Tefillin

Question

There are very high hat shelves, and to reach a hat, one needs to step on a kind of elevated floor, where people place tefillin bags, Talmud volumes, pages with words of Torah, and pamphlets. Is it permissible to step there in order to reach a hat? (It should be noted that there is no other way to reach the hats. It is not realistic to put a chair there, since it is at the entrance to the building, and this is the closest place to the study hall, and it is most convenient to hang one’s hat and jacket there.) What is the law? Thanks a lot.

It is forbidden to step there, out of respect for the books and the tefillin.
