A Part of Torah Scroll Fell to the Floor

Question

I prayed in a synagogue in Tiberias and as they took out the Torah scroll (Ashkenazi), the second scroll slipped to the floor. It was half on the floor, half on the shoes and legs of the person who took out the scroll. The scroll, of course, was with its covering. The question is whether I am obligated to fast.

Our teacher, Rabbi Amram Fried, ruled that there is no need to fast in this case.
