Why don't we recite the prayer of Yom Kippur Kattan on the eve of Rosh Chodesh Tishrei?

Answer

Since it is the eve of the New Year, it is forbidden to fast, and the prayer was established as part of the fast that they used to observe on the eve of Rosh Chodesh.
