Is it permitted to use the measure of a square cubit according to the opinion of Rabbi Chaim Noeh ab initio?

The exact size of a cubit is an ancient dispute, and in our times, the measures are referred to as 'Chazon Ish cubit' and 'Rabbi Chaim Noeh cubit'. According to each opinion, one should act accordingly.
