Your considerations are valid and correct, and you can gain several benefits from having your own electric scooter.
However, on the other hand, there is your mother's desire, and by not buying the scooter, you fulfill the mitzvah of honoring your mother. The benefit of this mitzvah is far greater than any other benefit!
For the Torah promises and says to those who honor their parents: 'that your days may be long, and that it may go well with you'. If the Torah says it will be 'good', then all the benefits you can receive are small and insignificant compared to such a promise.
Note that the reason your mother does not want you to buy the scooter is only out of her concern and love for you, so despite the difficulty of not having what you want and dream of, there is no one happier than you. You have a loving and caring mother. One can only envy you.
It is very possible that if your mother sees that you are serious and adhere to safety rules, she will allow you to buy it in the future, but for now, you are gaining treasures of blessing and longevity.
