Blessing on Breath Freshening Strips

Question

Does one need to make a blessing on a thin, flavored sheet that dissolves in the mouth and only leaves a taste—it’s called a breath-freshening strip.

If there is only taste without any substance, no blessing is required.

If there is even a small amount of substance, then a blessing should be recited.
